Oracle 9i and Fail Safe

I have an interesting issue....I have installed W2k3 Enterprise, Oracle 9i in a Windows CLuster environment. There is a shared disk and clustering is working fine. I have installed Oracle on both machines as instructed. The next step is to install FailSafe. When I install failsafe, it works fine but when I run a verify it says node2 is not running failsafe. I installed FailSafe on node2 and now I cannot even connect to cluster with Failsafe manager. If I shutdown node2, i can connect to cluster but then obviously, I cannot configure anything failover since node 2 is down. The errors I get when running a verify, even though I am disconnected is 10755 and a few others relating to COM and classes not being able to load on node2. I am stuck and need real help! Anyone?
