Forgive me for butting in if I'm wrong here, but I was under the impression that Oracle used for Dev and QA/Test was "free" - you can just download from their site.

You pay when you *_deploy_* any app, so obviously, you pay for your production db, but not the others.

Unless I've seriously misunderstood Oracle's licencing?

When asking database related questions, please give other posters 
some clues, like operating system, version of db being used and DDL.
The exact text and/or number of error messages is useful (!= "it didn't work!").
