Yes - and I switched from an offline to an online instantiation, because the number of 'insert into bla' statements was bigger that I could put on a CD. Of course, nowadays DVDs are affordable...

And that would be the meaning of "offline": no network, whatever latency.
Just a bunch of scripts, creating users, tables, granting rights, filling creating triggers, MV log tables, etc, etc, etc.
