When is the SYS.LOG_TRAIL table inserted to?

Hi all.
I am debugging a problem with an application failing to connect to the DBMS (or rather fail to obtain a connection from a JDBC driver), because the DBMS fails to insert to the SYS.LOG_TRAIL table. The HOST column is 20-chars max, and the host data from the client is bigger, so an error is returned.

   Is the LOG_TRAIL table a standard system table, and is it always updated on logins? Or is this a custmer-created, trigger-updated table that my current customer contact is merely unaware of...
