Hello !
First of all - installing OEM in Oracle10g does not requires additional database for repository - database control is rather like older 9i OEM running in standalone mode - of course architecture is quiet different (database control is j2ee application running in OC4J supplied with database server 10g, OEM in Oracle9i is "traditional" fat client using swing components to generate user interface), but both does not requires   database for repository - in opposite to grid control and OEM9i running with OMS...
Second - hmmm as i understand - you would like to do not install OEM and use it ? - there's no way to do it ! ;-). But if You think about ADDM - it has (like other advisories in 10g) also PL/SQL interface which You can use to diagnose You database.
