A mild confusion ...

Are you saying that you have stopped both the Listener and the Database Instance and want to start ONLY the Instance without restarting the Listener?

Under normal circumstances you want Listener started before trying to start the Instance. Message 12154 often indicates that the TNSNAMES.ora file is missing, or that the process (SQLPlus) is trying to find an entry that does not match the service you specified either with an @[service] or by setting the environment variable ORACLE_SID

Chapter 17 of the "Oracle9i Net Services Administrator's Guide" (from http://docs.oracle.com) is called "Troubleshooting Oracle Net Services". Step by step, it analyzes the most common errors and show you how to resove them.
