No. The problem is likely related to a number of factors not one of which you deem worthy of mentioning.

1. Oracle version and edition?
2. Platform and operating system?
3. Are both instances on the same server or different servers?
4. Are you pinging on the server or from client to server?
5. ORACLE_HOME?
6. ORACLE_SID?
7. Post LISTENER.ORA
8. Post SQLNET.ORA
9. Post TNSNAMES.ORA
10. Post the actual and complete error message

Without several or all of the above no one can possibly help you.
