You have my sympathy. But I've never heard of anyone validating to 8.1.7.3 and not 8.1.7.4. The usual validation is to 8iR3 meaning 8.1.7 without specifying the final digit.

It might be useful to name names. In other words publish the names of any vendor that is forcing you to stay with Oracle 7.x or 8.0.x so that others will know that this vendor does not give a damn about its customers and hopefully will stay clear of future purhases from them.
