uh, sort of.

create tablespace bruce_data

   datafile '/u02/oradata/orcl/bruce_data01.dbf' size 1024M    autoextend on next 128M maxsize 2049M    extent management local uniform size 128K;

create user bruce identified by throatwarblermangrove default tablespace bruce_data
profile default;

alter user bruce quota unlimited on bruce_data;

right. that should take care of it.
you can only have one user "bruce" though. can't just call everyone that.

segments are allocated to a tablespace
extents are allocated to a datafile
most "objects" don't require extents, just clusters, tables and indexes.

the concepts manual might be a bit of help.
