Oracle version / release required for SQL/Net encryption?

Can anyone tell me what version of Oracle I need to enable the SQL/Net
encryption?  Can I do it on the non-enteprrise workgroup version?  Is
it an extra cost? How much?



I'm waiting on a callback from Oracle and my IT department but I'm
hoping to get a bit of info since they are very slow to get back to me.
