IMO, you have at least 2 separate problems & maybe more.

First & foremost, Oracle does NOT require ANY network or related connection to fully function as a database server; no DNS, no listener, NOTHING!

Unless & until you can get the database up, any discussion of "connecting" to it from your still unamed application is premature at best.

To start an Oracle DB without ANY networking must be done after ORACLE _SID & ORACLE_HOME are properly set nad the user is running while logged onto the system as the owner of the Oracle s/w files.
