Seriously, it sounds like you have a possible business case to get yourself included in the beta program. Contact the closest ORacle sales rep and ask for details.
And, Oracle is making a lot of headway towards 'zero downtime upgrades', as described on OTN. Most depends on using RAC, and there are (and probably will continue to be) limitations. Consider reviewing the Maximum Availability Architecture (Go to OTN.Oracle.com >> Product Center:Database >> AVailability >> High Availability >> [System Changes] section)
