Mr. Sandler, what are you talking about? MS SP's are independent of bug fixes?! As Sybrand said, they're all about bug fixes. Very little new functionality is added in a service pack (except for SP2 where MS threw away their own rule book).

I think you're referring to are "hot fixes" and other various updates that MS releases in between SPs. With each SP release, all of those OS fixes/patches are bundled (along with additional fixes typically). So if you do a fresh install of XP (original version) and then install SP2, you don't have to go back and install all of the individual pre-SP2 fixes.
