First of all: Oracle does not support Win XP Home Edition. So basically you are on your own.
Secondly, Oracle has never recommended running the database server and application server from one single server. Thirdly, if you set up localhost correctly (which basically boils down to setting it in the hosts file) you should be able to connect. Please notify this group when your system slows down to a crawl, starts smoking, or raises a white flag.
