12514 means the listener can't resolve the service_name in the connect_data clause. As you don't use a service_name clause this error message doesn't make sense, so either you are providing an incorrect error message or an incorrect tnsnames.ora. As tnsnames.ora needs to match listener.ora, and we also don't know your connect string, and you mangled your host information, your post doesn't contain any clue to the resolution.

Connection manager can help you to connect over a VPN, both with respect to Network Address Translation, and using a fixed return port. You can't find it in the oracle client, as it is a server tool, and is managed by cman.ora (on the server) and the cmctl program. On the client tnsnames.ora you need to include both ports (the connection manager port, and the listener port, and the source_route=yes clause).

However, it is not likely your problems are being caused by VPN. Any mismatch between the host= clause in tnsnames.ora and and the host clause in listener.ora is deadly (this is why you need to post your listener.ora), and this issue is not being adressed by Connection Manager.
