'Support' is the generic term for a number of services. These have traditionally been sold as a % of the license price, however, things may be changing. Check the 'US price list' for some aded definitions and some ideas about how they are sold. The US 'master list' is at http://www.oracle.com/corporate/pricing/pricelists.html
You should also look at the Oracle definition of what is included - start at http://www.oracle.com, click on 'Support' (menu at left, under 'Services') and then look for "Support Services Products".
