I would fire up the installer and check whether you have actually installed OEM. Likely you didn't.
Being a novice, I recommend not wasting your time by learning a desupported product. 8.1.7 is dead since January 1, and Win2k will stop getting free fixes after June 30.

Please upgrade to at least 9.2.0.6
