Downloads are free, but support costs. And you need support for patches. And basic support doesn't cost very much if you do need the patches. And you can go a long way with just the docs and the many online resources. It's in Oracle Corp's interest to let people try the products and get excited about them and get commercial users to pay, and pay more for education, and pay way more for, um, distinguishing features, and way way more for actual applications.

You just need to get a free technet.oracle.com account, and not be a terrorist, and not expect Oracle to be a toy db like some others, and don't try to control nuclear power plants with it. Even though you can run Enterprise Edition on a laptop.
