I would personally ban, from almost any prouduction environment, TOAD, SQL*Plus, SQL*Navigator, MS Access, and any other tool that is not an approved and tested application front-end that will prevent mistakes such as UPDATE, DELETE, TRUNCATE, ALTER, and DROP.
