While I agree with many of your comments, I feel this one may be based on history from, say, the Oracle 7.3 or 8.0 days.

You may want to revisit 'External Tables', 'External Procs', the available supplied Java and PL/SQL paackages and Java in the database - then decide whether the comment is still valid.

(And, yes there are occasions when Java and Perl are far superior. Your final comments are bang on.)
