I thought in 10g it was no longer a problem (connecting as sys, queries show 0 consistent gets). So I tested your SQLs on my 10.1.0.2.0 database running on XP (exactly the same as yours). I do get consistent gets:

Statistics

        613  consistent gets
        151  physical reads
          0  redo size
      61960  bytes sent via SQL*Net to client
       3071  bytes received via SQL*Net from client
        235  SQL*Net roundtrips to/from client
          0  sorts (memory)

       3500  rows processed
