ora-04030 out of process memory

i work on 9.2.0.1.0
win2k
i am facing ora-04030 out of process memeory when trying to allocate 16384 bytes..
i have 4gb ram
sga_max_area=1.2gb
shared_pool_size=750mb
large_pool_size=80mb
pga_aggerate_target=600mb
workarea_size_policy=true

sort_area_size=1024kb
processes=500
max users login perday=220
sessions=555
session_cached_cursors=0
parallel_max_servers=20
cursor_sharing=exact
only one dept and a particular module of the application gets that error.
sometimes the same entries get error and sometimes they dont.

i have set paging =5.9gb

but when i restart the server for sometime i dont get the error ...but after wards again start gettin it..

so please advice how do i set the parameters
