What's not very clear, is what you mean by "gave the DBA privileges to my Administrator account". As Sybrand suggested, if this is a local administrator account and the account you used to install Oracle, there will be a OS group called ora_dba (rather than oradba). That account will be member of the ora_dba group and the entry in sqlnet.ora should be there already. Another thing you didn't indicate is whether you can connect Normal to the database. Is the problem ALL connections or just SYSDBA connections?
