OCI scrollable cursor - client side or server side ?

Does the scrollable cursor option provided by OCI create a client side cursor , or a server side cursor ?

for scrollable cursors, is the cursor management done on the oracle instance inside the PGA(dedicated servers) similar to the default cursor?

what is the oracle internal mechanism for handling scrollable cursors ?
