My W2K experience does not include W2K-AS, just W2K-Pro. However, in W2K-Pro I've found it is not possible to run an executable if it has been physically removed.

Did you deinstall Oracle with the OUI or just delete a database instance, possibly with the DBCA?

Please describe your de-install procedure in more detail (which command, which screens, which user, etc.) if you want detailed answers. And ... what do you see under 'services'?
