Scripting automation tasks is surely a task that you would expect your sysadmins to do. Or are you saying that if you move from SUN to HPUX you'd need a whole group from Oracle Professional services and a bunch of c/oci programmers to get the re-platforming done?

Now you may need sysadmins who know how to use the new platform and yes of course that requires either training or hires, this is indeed a cost. The additional cost of rewriting shell scripts in vb is vanishingly small.
