Originally the number ranges where assigned to various Social Security
offices around the country for assignment to people. So you could tell what
part of the country a person lived by looking at the first 3 numbers at the
time they applied for their Social Security number.
I am not sure if they still do that, but the numbers are not used for any
meaningful purpose other than to uniquely identify a person.
