What's the reason you want to select the last inserted row? While
inserting rows into a table, Oracle will look up those blocks on the
segment's free list to store the rows. We don't exactly know which one
will be chosen. However, there can be several ways to do this. e.g.
trigger, redo log probe using log miner and so forth.
