I think the question is about "pl/sql server pages", i.e.
mod_plsql.


And answer to the original author:


You do not create or copy psp files.


Pl/SQL server pages use stored procedures (relatively to
DAD) to "resolve" page name.


DAD is set on pl/sql gateway control page.
