In standard Oracle tables ("heap tables"), which data block exactly a
new row is stored in is None Of Your Business.
Why would you care? If you want to do queries showing rows in the
order they were inserted, you can include a "created date" column or
simply make sure that your primary key is continually increasing. If
you really really want to optimize your table for returning results in
that specific order, you can consider an Index-Oriented Table.
