I suspect a re-installation (of Windows) is actually required!
It never ceases to amaze me: Oracle is intended to be installed on dedicated hardware in a proper, 'professional' server room somewhere. But the entire world seeks to install it instead onto a home PC that has been through the wringer, has Lord knows what other software installed, and gets used and abused with gusto. You simply can't expect installations to go smoothly in that sort of environment. That's why I suggest home users only ever do VMware installations, because that gives you the closest thing to clean machine such users need.
