True but irrelevant. A certification by Oracle for profit is of zero value just as no one would ever let a law school or a medical school certify a lawyer or surgeon. Licensing must be from an independent and credible organization or it is just another money making gimick which is exactly what is wrong with OCP.

In case you haven't notice by looking at those with OCPs the purpose of the training and testing is not to fail incompetents but rather to maximize profits.
