My experience is most vendors will invariably blame the customer. Years ago we bought an accounting package that was used for a fine administration, when you paid too late. Regrettably the sw couldn't work with leap years, causing an extra month fine. The vendor tried to blame us for not having specified it should be capable to deal with leap years.
