It's historical. Traditionally in C programs and Unix, you skip input records and you seek an output file to position within it. That is the name of the library calls and options to do just that. I guess "dd" just inherited its syntax from those. I agree: it can be confusing particularly the first few times. After a while it all starts clicking.
