The above error suggests that you have a disk problem; somehow, Oracle can not write to the controlfile located on that disk, either because the disk has gone down the drain, or because the authorizations for the controlfile are
such that Oracle can not write to it, etc. I suggest you fix this problem before trying to install another OS
