So, Dan,

Are you are saying that replacing all of the pl/sql and java packages with new code is not a form of patching?

It certainly is in my book.

And if you use dbca to create anything other than a "new" database, you don't get the new (pl/sql and java/jvm) code.

Sure sounds like the database gets patched to me.

And the template databases do not get this patching, so I think its a good idea to understand this difference, don't you think?
