Going to Oracle9i, there are MANY improvements that you could (should) use. These are listed in the Concepts Manual, the DB Guide and the New Features manual.

But one must ask why you aren't going straight to 10g and also reducing your manual administration?

If you post your general locale, I'm sure a local consultant or Oracle expert would be willing to help get you up to speed.
