Your understanding is somewhat flawed, as Oracle has one of the more flexible mechanisms for interacting with numbers. (Flexibility, however, does not imply simplicity - conversion and formatting are frequently required when dealing with pretty-printing.)

From Oracle's documentation , you can use the following extract from "Case study 7" as a guide

sal POSITION(51) CHAR TERMINATED BY WHITESPACE

        "TO_NUMBER(:sal,'$99,999.99')",

Oracle's documentation can be found at http://docs.oracle.com. Non-intuitively, the SQL Loader reference is part 2 of the 'Utilities' manual and the case studies are in Chapter 10.

Moderately direct access to the manuals for Oracle9i Release 2 is at http://www.oracle.com/pls/db92/db92.homepage & go to the List of Books link. Available if you have registered for Oracle Technet (OTN).

You also want to reference Chapter 6 of the "SQL Reference" for more about the to_number function and it's mask capability.
