Probably because they don't know how CBO works. There must be millions of developers working crossplatform, without any working knowledge of Oracle. I can name at least 10+ US sw vendors for which this applies. We even ran into the situation the vendor stated the app was developed for RBO, will there were CBO hints in the actual code.
