It has nothing, necessarily, to do with the system datafile.

Try a little experiement. Take a fresh backup. Do some transactions. Drop a table. Restore all data files apart from, say, USERS01.DBF, and try an incomplete recovery. The error message will report that File 1 needs more recovery to be consistent. It doesn't, of course. The problem is that USERS is ahead of where all the other data files have been rolled forward to... but that is seen by the database as a problem with the first file which is out of synch with something else... which will always be file 1.

The only problem here therefore is almost certainly (but I won't bet my life on it!) that he missed restoring some of the data files to the new machine.
