At least from your last post it seems that we're talking windows here, a fact you didn't seem to think worth mentioning. But do you realize that there are at least 4 flavours of windows that might apply?
Check your path variable if there is already java on your system - this might have been the cause for oui to quit silently. Other reported reasons have been e.g. screen resolution to low (I couldn't quite believe that one my self!)
Do you need a local database or are you only after the client? If you need the database, and as it seems the version isn't your biggest concern, then why take the already desupported and in it's base version quite buggy 9.0.1 instead of doing yourself a favour and start using 10g?
Of course, what with your DBA on vacation and obviously without someone to replace him (who would do a recovery when disaster striked, btw.?) shortcuts are a viable way to get something done. But IME they bite back and leave nasty marks :-)
