If you want to use RAC, first of all you have to install it. Therefore the information in this document are important. For example the chapter "Converting to Real Application Clusters from Single-Instance Oracle Databases" should be something interesting for you. Then, as pointed out by Mark, an administration guide exists....

You should make the difference between the name of a product with the purpose of the product.
If you need an administration tool, then, whatever is its name, install it. Otherwise forget it.
