I agree with Gordon that you should probably upgrade the memory, which is very cheap, but I also have some other questions:

Are you buying the machines through the vendor? (Does the vendor have a financial interest in your getting more expensive machines?)

Is the vendor trying to cover a poor performing app by requireing you to throw more hardware at it? (I'd guess this is a high probability)
