Two disasters in the making here, then.

First, although it is possible to upgrade NT4 to Win2K, it inevitably produces a complete mess when you do so... much more so, at any rate, than if you do a clean install of W2K.

Second, although it is indeed possible to migrate a 7.3.4 database direct to 9i, you haven't mentioned anything about actually doing so. Installing Oracle's software is not the same thing as migrating a database. You're going to have do rather a lot more research on what actually constitutes a database migration (http://tahiti.oracle.com is your friend).
