I also occur the same problem(8.1.6 on w2k server), I update windows patches and restart computer:

ORA-01034: ORACLE not available
DIM-00011: The service does not exists
O/S-Error: (OS 997) Overlapped I/O operation is in progress

I run the commands and manual start oracle.

begin-->run-> `cmd`

set oracle_sid=orcl
set local=orcl
svrmgrl
>connect internal
>startup
