That's a bug. 10g client ought to support connections to 8.1.x and up. Connections to 8.0.x and lower are no more supported. Connecting 10.1.0 client to 8.1.7.4 instance works. Connecting 10.1.0 client to 8.1.7.3 instance works not. It's a bug, here the metalink answer to my iTAR:

Upgrade 8i database to 8.1.7.4
Backport request for 10.1 is in progress.
Code has been changed for release 10.2 to allow connections to 8.1.7.0
