How to create 10g DB Console service in Windows

I manually upgraded an 8i database to 10g on Windows. I created the
10g instance use ORADIM and I successfully upgraded the database.
However, I noticed that there's no OracleDBConsole<sid> service
created for the DB Control. How can I create the service manually?
