Thought so. Nevertheless, the advice still stands. Delete the existing listener first using oradim. Then re-create it. And if that doesn't work, patch-delete-re-create. And if that doesn't work, uninstall Oracle, reinstall Oracle. And if that doesn't work, reinstall your operating system.
