Yeah, except that I've never once experienced a crashing listener on Lord knows how many Windows platforms and never mind the Oracle patch level, so whilst a re-installation may well end up being the order of the day, I would first suggest using your good friend oradim to remove the existing Listener service, and then re-create it using the Network Configuration Assistant.

Oh, and a Windows XP box that is claimed to be at Service Pack 2 is an interesting thing to behold, because the last time I looked only Service Pack 1 had been released.

So if our OP has been installing pre-release, beta versions of MS service packs, then that probably explains everything.
