No, it's not time-bombed, nor limited in any way whatsoever. I'm not a lawyer, so my advice on the matter is just what I can work out from reading the license and applying a bit of commonsense. You're allowed to use the download versions of the Oracle software to evaluate and assess. You can take as long as you want to do that. The minute you start storing real data (even if it's just a mail contacts name-and-address list for your granny) you are supposed to licence it. The second you start earning money by selling a commercial product based on your database design, you're supposed to license it. The nanosecond you do anything other than learn and assess and evaluate, you're supposed to license it.
But it's all done on trust. That, and the fact that you can't patch it without paying for it. And the fact that Metalink has many useful bug lists and other bits of techie-know-how you'd find useful... and you have to pay for it.
